My serial number on my Evinrude outboard is G2654134, I would like to know what year it is.?

I think it is either a 1989 or 1991 and an HP 28.

You need the model number which should be near the serial number. It should begin with an E28 or E30. Look at the last second and third letters. They correspond to letters in the word introduced where i = 1N = 2t = 3 and so on for s = 0. So if your number model is e30txeid example, that would be 9 and I BE1 for 91.
